【Ferro-alloys.com】:According to China General Custom Notice , from Jan 1,2026 , Chinese Export Companies have to apply export license on Iron and Steel Products.
In accordance with the Foreign Trade Law of the People's Republic of China, the Regulations of the People's Republic of China on the Administration of the Import and Export of Goods, the Measures for the Administration of Goods Export Licenses and other laws, administrative regulations and rules, the Ministry of Commerce and the General Administration of Customs have decided to adjust the Catalogue of Goods Subject to Export License Administration (2025) (hereinafter referred to as the "Catalogue"). Relevant matters are announced as follows:
I. Incorporate some iron and steel products (see Annex for details) into the Catalogue.
II. Foreign trade operators exporting the above-mentioned goods shall apply for an export license upon the strength of the goods export contract and the product quality inspection certificate issued by the manufacturer. The Ministry of Commerce, the provincial-level local commerce authorities (of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps) entrusted by the Ministry of Commerce, as well as the commerce authorities of some sub-provincial cities (Shenyang, Changchun, Harbin, Nanjing, Wuhan, Guangzhou, Chengdu, Xi'an) shall issue export licenses in accordance with their respective divisions of labor. For central enterprises supervised by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) located in Beijing to apply for export licenses, the License Bureau of the Ministry of Commerce shall issue them; for other enterprises to apply for export licenses, the local provincial-level commerce authorities or sub-provincial city commerce authorities at their places of registration shall issue them. Other matters not covered herein shall be implemented in accordance with Announcement No. 65 of 2024 jointly issued by the Ministry of Commerce and the General Administration of Customs.
III. This Announcement shall come into force on January 1, 2026.
